Title: Policy Consultant, HPV Vaccine

Reports to: Deputy Director, CSBC

Overview of CSBC:
The Centre for Social and Behaviour Change (CSBC), Ashoka University - India’s leading liberal arts
University – is funded by a grant from the Bill & Melinda Gates Foundation (BMGF). The vision of CSBC is
to establish an institution, based out of India, that is globally reputed for thought leadership and
excellence in impactful behaviour change interventions for low-income and marginalized populations. The
Centre is focused on bringing new capabilities such as behavioural science, design thinking, advanced
data analytics and responsive feedback to governments, practitioners and donors to help better design
and optimize behaviour change interventions. We work closely with Central and State Governments as
well as other stakeholders in the areas of nutrition, sanitation, financial inclusion, maternal and newborn
care, data privacy and agriculture.

Project Context:
CSBC is working on a project aimed at improving uptake of the HPV vaccine among adolescent girls, in
partnership with the Cancer Foundation of India (CFI). This study is made possible by the financial and
technical support of the American Cancer Society’s (ACS) Global HPV Cancer Free initiative that aims to
create a world free of cervical cancer. We have worked on defining and diagnosing the behavioural
challenge that impedes HPV vaccine uptake and have also designed and tested solutions addressing this
behavioural challenge. In the current phase of the project, we are working towards developing
implementation-guides that can enable health system actors across LMICs to easily adopt and implement
the effective interventions.

Overview of the Role:
The Policy Consultant will be responsible for leading the work on development of implementation-guides
that can enable health system actors to implement the effective interventions. We are looking for a
professional who has prior experience in taking evidence-based interventions to scale.

Key Responsibilities:

  • Understanding and getting familiarized with the work that has been done on the project,
specifically the evidence behind the effective interventions
  • Creating a clear work plan for development of the implementation-guides that can direct varied
health system actors to easily implement the interventions in their areas / programmes
  • Conducting in-depth interviews with stakeholders / health system actors to inform development
of the implementation-guides
  • Mapping the private healthcare system processes and platforms through which interventions can

be scaled-up / implemented
  • Coordinating with donor and NGO partner as well as with other project partners to align with
them on the implementation-guides
  • Leading the design of the implementation-guides through coordination with the project team and
any third-party vendors
  • Supporting project team in advocacy activities related to the project

Skills Required:

  • Master’s degree in public policy, public health, social sciences, or related fields
  • A minimum of 5-7 years’ work experience in a policy role
  • Self-starter with the ability to independently lead pieces of work
  • Knowledge of the private healthcare sector landscape, specifically deep understanding of the
operations of medical associations like IAP and IMA
  • Experience of working with health system actors (preferably medical associations) in
implementing programmes / interventions
  • Experience with conducting in-depth interviews with stakeholders
  • Strong interpersonal and communications skills – to be able to develop strong project documents
and briefs
  • Strong critical and analytical thinking skills

Location and days of work:

This role is based in India. Hence, the candidate should have work authorization in India (preferably Indian
citizenship or Overseas Citizenship of India). However, due to the COVID-19 situation, CSBC has switched
to a work-from-home model of operations. Given these circumstances, the role would be on-boarded and
executed remotely.

The Policy Consultant will be expected to work for the duration of the project i.e. at least for the next 3

Compensation: Will be matching with the sector standards. Remuneration is competitive but may vary
subject to the candidate’s professional qualifications and work experience.
