Programme & Policy covers Programme Implementation (with partners or direct implementation), Thematic Expertise (technical knowledge in areas of specialization), and Policy & Programme Impact (advocacy, research, monitoring & evaluation, and quality). The function links grass-roots work with policy changes at the highest level, and manages an ecosystem of partnerships including, but not limited to, community organizations, donors, peer organizations, academic institutions, media, and the state. Each of the four hubs focus on programme interventions in two to three states, and the functional expertise necessary for adding capacity to and leveraging the work on the ground.
Lead and provide management support to and build the capacity of the Project office staff to ensure that Save the Children India programme goals, objectives and policies are successfully implemented through the projects /programmes at the state level.
Act as an interface between the Program Hub and the project team, key stakeholders at the state including Govt. departments and NGO Partners.
Work as a member of the Programme Implementation Team consistently and in a coordinated manner with Program Hub (PI, advocacy, C&C) including Big Idea Thematic and Implementation Leads at NSO to increase the programme portfolio, ensuring quality and measuring programme & quality, HR strength and strong advocacy initiatives led by the state project office.
Role & responsibilities:
- Ensure the provision of high quality technical advice and support through Big Idea Leads at NSO and Hub level with regard to programme development and execution.
- Provide leadership to the project office and directly manage the project team in state/s and ensure achievement of programme goals in a cost-effective and timely manner
- Ensure that programme/ project coordinators are effectively managed and provided with appropriate, timely and practical support in designing, developing and delivering programmes of a high quality.
- Ensure that administrative and other support is provided to staff reporting functionally to other units at the program hub and NSO.
- Ensure that programmes/ projects in the state are fully compliant with SC India, GOI/ and donor procedures and policies.
- Develop and support Programme/Project coordinators’ capacity to meet their responsibilities, facilitate their appropriate professional development in line with countrywide HRD plans.
- Ensure that consistent management approaches and effective systems are established and functioning in the state offices and tools and mechanisms are developed to facilitate effective/efficient management and quality programming.
- In case of directly implemented projects, ensure that project personnel, relevant systems, procedures, and support from National Managers and Hub Managers are in place.
- Identify opportunities and contribute to undertaking advocacy initiatives at state and district levels in coordination with the Advocacy Team.
- Identify suitable partners for achieving the vision and mission of Save the Children India in the state. Review and recommend partner proposals, operational plans, including budgets and obtain approval. Ensure all partners implementing projects /programmes are fully compliant with SC India, GOI/ and donor procedures and policies.
- Prepare and submit annual budget for approval to National office. Monitor project office budget, partner budget and project budgets and take actions for overspends and underspends as necessary and appropriate. Ensure that monthly finances project office are closed on time and uploaded into the system.
- Ensure all staff, vendors, contractors, consultants and other relevant stakeholders are compliant with SC India’s policies and practices, including the Child Safeguarding Policy.
- Ensure all grants are managed efficiently and reports are submitted on time (monthly, quarterly, bi-annual and annual) to relevant Sections.
- Ensuring robust and functioning CSP mechanism
- Actively leading & taking part in Humanitarian response and preparedness activities.

Minimum 9 years of relevant experience; >3-5 years of middle to senior management experience
Advanced degree (Master's degree or higher) in social work/social sciences/public policy/rural development
Skills & Knowledge
- Planning execution and management of multi state, multi-activity programming,
- Command in Budget design, Tracking and Financial Management
- Capacity to build and effectively supervise a diverse team of employees representing different thematic area.
- excellent writing skills and experience in leading program design and developing work plans with diverse teams
- Expertise in designing and implementing or overseeing monitoring & evaluation systems.
- Good track record of working with and/or partnering with a variety of individuals and organizations, including state and national level government officials, national/international technical agencies, and donor organizations.

The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
