Your Role and Responsibilities

The Government & Regulatory Affairs Executive at IBM is responsible for advising and advocating legislative and regulatory policies that support IBM’s business objectives, providing sales support for contract wins with government and other state-owned enterprise customers, and enabling relevant
tax and incentive benefits. Globally and in India, it is team of highly experienced and well ascertaining thought leaders of high expertise and merits.
Success within the Government & Regulatory Affairs function is measured by annual checkpoints planned each year in coordination with the global functional leadership and the country leadership.
The checkpoint is updated quarterly and are assessed metric-wise. You will be expected to work with both global and local public policy team as well as with cross-functional teams from the business, in a multicultural environment across multiple time zones.
Successful candidate will become part of a team that is dealing with public policy challenges with a special focus on Technology Policy and advocacy, that will require building and strengthening relationships with key government agencies and relevant organizations.

The key responsibilities of this role would include:

Public Policy and Advocacy
  • Position IBM as the Thought Leader among Industry players with government stakeholders and forge partnerships with the government of India on strategic projects of national importance.
  • Position IBM as a 'go to company’ in the technology space with identified government stakeholders by creating opportunities for various BUs.
  • Position IBM’s Principles of Data Responsibility as a key differentiator from other Tech companies, and work with government agencies to develop an environment of trust for IBM and promote free flow of data across borders.
  • Work with standards and regulatory bodies in India to encourage their participation in industry led ICT standards setting initiatives.
  • Work with government agencies to have industry friendly policies on Machine Learning, Artificial Intelligence, Blockchain, Cloud Computing, Cyber security, IoT and Data Analytics.
  • Work with central and state governments to have global labour policy standards and best practices implemented in India by bringing in changes in the existing laws.Expertise and understanding of Indian technology policy landscape.
  • You should have the ability to anticipate, analyse and translate policy and regulatory developments, into relevant briefs for actionable use.
  • You will work on Technology Policy issues related to data privacy, cyber security, and emerging technologies in India (AI, Blockchain, Cloud etc.) to ensure a conducive policy environment for Technology development and adoption.
  • You will be expected to drive the company’s outreach and public engagement on these issues in India with Government and on Industry forums and various platforms

Support to Business Units
  • Support Business Units in achieving their business goals and be in constant alignment with different BUs along with Public Sector teams of various IBM brands.
  • Secure government support for fair and transparent public procurement policies that ensure a level-playing field for IBM’s participation in business.
  • You will be expected to work closely with Business teams to remove regulatory and policy hindrances to business.
Relationship with Industry Bodies/Think Tanks
  • Work with Indian pure play trade bodies at national levels and relevant trade associations in regional and local levels to ensure IBM business interests.
  • Drive IBM positions into Hardware, Software, Internet, Telecom and digital trade bodies and work with them to achieve IBM goals.
  • Benefit from US and US-India trade bodies to position IBM PoVs with Indian government and decision makers.
  • Benefit from US mission in India and US Trade representative in New Delhi and work closely with US consulates at various locations in India.
  • Closely monitor and benefit from association with various Indian and international think tanks, besides constantly prime them with IBM positions.
  • Existing relationships or demonstrated ability to develop and maintain effective relationships with multiple Ministries and government authorities across middle and senior levels and build relationships across diverse stakeholder groups like Industry associations, stakeholders from embassies, think tanks etc

Required Technical and Professional Expertise
  • 12-15 years of experience
  • Deep understanding of the regulatory and policy making framework in India
  • Understanding existing relationships within the government and the industry
  • Strategic acumen to navigate the bureaucracy and articulate views in an efficient manner

Preferred Technical and Professional Expertise
  • Post graduation in business/public policy and a graduation in Engineering/law
